"Los estudiantes pusieron el tema de la educación en el debate nacional"

Antes de irse a Estados Unidos, el Senador Jaime Gazmuri conversó con El aMaule sobre los objetivos del viaje en la comitiva presidencial, y sobre la situación de los estudiantes secundarios.

¿Cuáles son los objetivos del viaje a Estados Unidos, Haití, Santo Domingo y Jamaica?
Básicamente, es una visita de Estado. Estados Unidos es un país muy importante en el mundo con el que tenemos muy buenas relaciones, y obviamente tenemos la idea de mantener esas buenas relaciones. Se van a hablar temas de la agenda internacional. Es una política exterior del Gobierno de Chile tener relaciones muy amplias y lo más cordiales posibles con los principales actores mundiales, desde nuestra ubicación que es América Latina.
Creo que en nuestra agenda con Estados Unidos no hay mayores puntos conflictivos, salvo algunos temas que tienen que ver con patentes industriales. He seguido desde muy cerca el tema y si tengo la ocasión voy a plantear los puntos de vista del país en el parlamente, que es donde me corresponde.
Seguramente habrán muchos más temas en la agenda de la visita, pero eso corresponde a la discusión de los presidente, como las próximas candidaturas al Consejo de Defensa de las Naciones Unidas, donde Chile tiene que definir una posición. Esta visita obedece al propósito de seguir manteniendo con los Estados Unidos relaciones en un plano de dignidad nacional y de colaboración en todos los aspectos que se pueda colaborar, y también de ser una voz en los temas que preocupan a Chile y América Latina.
La visita a Haití tiene mucha significación, por cuanto Chile ha tenido una participación muy activa en el establecimiento de la paz en Haití, en haber generado una Gobierno de alta legitimidad democrática. Y yo tengo la impresión de que la conversación en Haití va a ser cómo colaborar, no sólo con nuestras fuerzas militares que están para la garantía de la seguridad en país, sino cómo podamos también colaborar con los grandes vacíos que tiene, que son principalmente económicos y sociales. En Haití va a ser una agenda muy amplia.
¿Por qué lo invitó la Presidenta?
He tenido una participación muy activa en materias internacionales, tanto en temas vinculados con la región como con el país. Formo parte de la Comisión de Relaciones Exteriores del Senado. Estuve varias veces en Estados Unidos cuando se estaban negociando los temas del Tratado de Libre Comercio. Pero en realidad deberíamos preguntarle a la Presidenta por qué me invitó y me siento muy honrado con la invitación, porque esta visita tiene sin duda mucha importancia internacional.
Pasando al tema de los estudiantes, el Senador Gazmuri manifestó que el movimiento de los estudiantes secundarios ha servido para poner en el debate nacional el tema de la educación y reconoció que el Gobierno no actuó de la mejor manera al comienzo de las movilizaciones.¿Cuál es su opinión sobre las peticiones de los estudiantes secundarios?
Tengo la impresión que más allá de las peticiones concretas, lo que hizo el movimiento de estudiantes secundarios fue colocar en el debate nacional lo problemas estructurales que tiene nuestro sistema educacional.Creo que el Gobierno, y eso lo han reconocido los propios estudiantes, en la llamada agenda corta ha resuelto de manera satisfactoria casi todas las peticiones de los estudiantes, más lo que ha significado la oferta del Gobierno en un esfuerzo especial en materia de infraestructura escolar
¿Cómo cree que el Gobierno ha manejado el tema?
Creo que lo ha manejado con algunos problemas, como cualquier Gobierno hubiera manejado un manifestación tan inédita, tan sorpresiva y tan masiva, que contó además con un gran apoyo ciudadano. Hay que decir que los estudiantes en general han actuado con un gran sentido de responsabilidad social y política. Frente a esta sorpresa, el Gobierno obviamente tuvo titubeos, tuvo descoordinaciones, no hizo las cosas de la mejor manera. Pero finalmente, creo que la oferta respecto de los temas de la llamada agenda corta de la Presidenta de la República satisfacen en lo fundamental las peticiones estudiantiles.
Queda el tema de fondo, y es cómo enfrentamos definitivamente la segunda fase de una reforma educacional que resuelva los temas de la educación chilena. Hay un problema de equidad, según la ubicación social de las familias de los estudiantes; y segundo, en general, la educación es de una calidad bastante insatisfactoria.
El Senador Jaime Gazmuri manifestó que estos son los problemas de fondo, por lo que se abre un debate sobre este tema en nuestro país. “Creo que el Gobierno está empezando a tomar iniciativas. Envió la reforma constitucional al parlamento para asegurar el derecho a la educación de todos los chilenos. Y yo espero que la Presidenta anuncie la formación de la comisión asesora de alto nivel, con la participación importante de los estudiantes, que en un plazo breve haya las propuestas sobre las reformas de fondo de nuestro sistema”, comentó.
En las manifestaciones hemos visto actos de mucha violencia, por parte de estudiantes e infiltrados, ¿Cómo cree que ha sido el actuar de Carabineros?
La semana pasada creo que hubo, en Santiago sobre todo, excesos manifiestos de Carabineros y en ese sentido la respuesta fue muy oportuna. Creo que hubo una reacción muy fuerte del Gobierno. Normalmente cuando ocurren hechos como esos, los Gobiernos anuncian que se realizarán investigaciones y nadie sabe muy bien lo que pasa después. Aquí hubo una reacción que significó identificar responsabilidades en un alto nivel, no en un Cabo, sino que en un Coronel que estaba a cargo de la fuerza.
También creo que se han aprovechado de la movilización estudiantil que fue siempre pacífica, pequeños grupos violentistas que hacen un grave daño a la democracia del país y a la capacidad de los movimientos sociales de expresarse con libertad y con fuerza.
¿Cómo ha visto a los estudiantes de nuestra región en este movimiento?
Ha habido un gran despertar del estudiantado del Maule. Ha habido manifestaciones muy activas en Curicó, Talca. En ese sentido, yo estoy muy contento de que efectivamente tenemos en la región del Maule una juventud que se hace cargo de temas que son propios de ellos, pero además que impacta a toda la sociedad. Este movimiento ha sido muy saludable para todo Chile. Estos jóvenes son hijos de la democracia, tienen opinión, no es una juventud que “no está ni ahí”, y son capaces de colocar temas fuertes en la agenda pública nacional y regional.
Creo que lo que tendríamos que hacer en la región además es construir con los estudiantes, con el Gobierno, con los alcaldes una propuesta educacional que tome, junto con los grandes temas nacionales, las particularidades propias de una región como la del Maule, que las tiene, y muchas. Entre otras, que somos la región más rural del país y por tanto todos los temas de educación rural deberían tener una consideración muy especial.
